Contractor Access

Property owners wishing to have private contractors access the zone can receive up to five placards to distribute to their contractors. 

Five placards will be issued directly to property owners to give to their contractors. Contractors who receive these placards may only be in the zone during daylight hours.

It is the property owners’ responsibility to get the placards back from contractors once work is complete.

Contractor Placard Process

  1. The home/property owner would send an email to [email protected] with required information for the request of Contractor Placard issuance. The information required is:

  1. The email will be reviewed, the information submitted will be vetted, and a reply sent to the home/property owner notifying them either 1) the request has been approved, 2) the request has been denied, or 3) more information or clarification is needed. A response via email will be sent to the home/property owner within 5-7 business days.
  2. Once the information submitted is complete, the home/property owner will receive an email saying the Contractor Placards has been approved along with a link to schedule pick-up of their Contractor Placards at the Office of Recovery-West Maui at Lahaina Gateway. Pick-up is 8 a.m.-11:30 a.m., Monday-Friday (walk-ins welcome). Placards will only be issued to the home/property owner(s), who must present a picture ID when coming to pick up the placards.
  3. Contractor Placards will also be issued for walk-ins at the Department of Personnel Services (DPS), located on the 6th floor of the County of Maui's Kalana O Maui building at 200 S High Street in Wailuku, from 8 a.m.-4 p.m., Monday-Friday. Home/property owners must present a picture ID.
  4. The home/property owner is issued five contractor placards for distribution to their contractors for access into the zone and to their property. It is the home/property owner’s responsibility to re-obtain the placard from the contractor once their work is complete. The home/property owner’s contractors are authorized to their property indicated on the placard and no other areas. If a contractor is found at a property other than indicated on the placard or in another zone, their Contractor Placard will be confiscated and the contractor will not be allowed to enter the burn zone.

Home/Property Owner In The Private Property Debris Removal (PPDR):

The address provided will be cross-checked with the master list of structures from the county to confirm it is part of the United States Army Corps of Engineer (USACE) Private Property Debris Removal (PPDR).

No contractor will be permitted into the zone to perform clean-up work on a property eligible for the USACE PPDR.

Home/Property owners of a property in the USACE PPDR may have contractors go to the property for the purposes of survey and inspection in preparation for the reconstruction of the structure. The home/property owner does not have to wait for the debris to be cleared in order to start the Permitting process. The County of Maui is developing an expedited permitting process for homes in Lahaina affected by the wildfire. Follow the Permitting section on the mauirecovers.org website for the latest updates.

For property owners with standing structures

The address provided will be cross-checked with the master list of structures from the county to confirm it is not part of the USACE PPDR.

Home/Property owners of a standing structure may bring contractors to their property provided they serve as an escort and remain with the contractor.

Property owners who have standing structures not part of the PPRD may send a request via email to [email protected] and provide their address. This will be cross-checked with the master list of structures from the county to confirm it is not part of PPDR, at which point placards may be issued.
